In 2015, the Legislature required driving schools to offer parental awareness programs. The classes are not mandatory, but teens whose parents attend have to complete 40 hours of supervised driving practice instead of 50.

According to this strategy, graduated licensure laws are as much a tool for parents as police. In other words, parents can set road rules with a firm “It’s the law” to back them up.

These laws vary by state. In Minnesota, for example, newly licensed teenagers can’t use a cellphone — hands-free or not — and can’t have more than one other teenager in the car.

Enforcement of these laws is often up to drivers and their families. A survey from carinsurance.com has found that up to a third of parents are letting their children break these laws.

Michael Wheaton of Mankato, whose daughter Andrea got her license about 18 months ago, said his participation in her driver’s ed course helped remind him of the stakes.

A state trooper “pulled some pretty shocking stories of things they’ve witnessed,” he said. It was a nice refresher on provisional license laws as well as a chance to talk them over with Andrea on the car ride home.

Surveys conducted by the Mankato driving school Safety and Respect show parental involvement fosters family conversations about safety, business owner Ryan Hammett said.

“They say it really forced the parents to talk on the way home,” he said.

Hammett agrees that recruiting parents to enforce safe driving rules is a key part of their driver’s ed program.

“They’re going to be with their parents more than they’ll be with us,” he said.

The 2015 law changes have had an effect, he said. Before, roughly half of parents attended classes with their children. Now, between 75 percent and 90 percent do, he said.

An inconvenient truth

When he’s talking to parents, Pehrson, the traffic safety expert, said parents need to “make decisions about their teen driver that place safety as the priority over convenience.”

“It’s so easy for a parent to flip their kid the keys,” he said, even if the teen isn’t ready to drive, say, at night or in inclement weather.

To take another example, parents sometimes behave differently when they learn the chances of a fatal crash rise dramatically as the number of teen passengers increases. Conversely, having an adult passenger decreases crash risk by almost two-thirds, he said.

NTSA revokes 69 licenses, blames police for unqualified drivers

Some 69 drivers have been ordered to go back to school after the transport authority revoked their licenses. The National Safety and Transport Authority(NTSA) has made the move after a list of over 80 rogue drivers was submitted to them from the Traffic Commandant Jecinta Muthoni's office. Of the 69 whose licenses have been revoked, 53 came from one school-UNIK and they had been earlier failed by their examiners only for another examiner going back to the system to change the results to pass. According to an attached letter, the commandant had blamed NTSA for issuing fake licenses allegations the authority has distanced itself from. Instead, the authority has pointed fingers of blame to the police whom they said they are still the responsible authority that determines not only who is licenses but also the quality of drivers in the country. In a letter addressed to the NTSA Director General Francis Meja, the commandant had attached a list of over 80 license owners majorly from the coast region whom the police suspected had been issued with fake licenses. "We have since revoked 69 of the licenses with the drivers ordered to go back to school for fresh training," said Ms Githinji. In the reply of the letter dated April 28 to the commandant, the authority also stated that the police officers (examiners) who altered the results will be denied entry to the e-citizen platform, and action will be taken against the driving schools. "...we also request that you take action against the officers and send a warning to all examiners to desist from this behaviour of altering results," read the letter in part. Since NTSA online system took over, Ms Githinji said the driving schools' tap has ran dry:" In the past they would collude with the Kenya Revenue Authority so that they do not remit the Provisional Driving License fees of Sh600 per student."

Battaglia, who got his first horse in 2006 and two years ago joined the ownership group of top older male pacer Rockeyed Optimist, attended the USTA Driving School in Goshen, N.Y., not far from his home near Saratoga Springs. “It was a great experience,” said Battaglia, a CPA who has horses with trainer John Mongeon in Saratoga. “It was a lot of fun. I wanted to be a little more hands on. I like going to the barn. I try to stay out of the way because everyone there knows what they’re doing, but I thought if I could occasionally jog a horse it would be interesting to learn how to do it.

“I don’t have any aspirations of driving or training; I think those are beyond my skill level. But it’s fun to know I can take one of my horses out and jog them.”

Battaglia grew up going to the Thoroughbred and Standardbred races in Saratoga Springs. When he and some friends decided to give horse ownership a try, they partnered on a harness racing horse.

“We started with Standardbreds not knowing where it would go from there,” Battaglia said. “I just really enjoyed the breed and the people I dealt with, so that’s where I stayed. There are options for Thoroughbred ownership up here, but I like the Standardbred game because you can be more hands on, more involved.”

In addition to owning horses, Battaglia is the president of Heading for Home Racehorse Retraining/Adoption Center in Saratoga Springs. The not-for-profit organization was founded in 2011 and also features equine-assisted therapy in cooperation with ECS Psychological Services of Saratoga. A therapy arena was constructed with funds raised in memory of horseman Alan Kirschenbaum.

Standardbred horse owner Erin Christopher-Sisk founded ECS Psychological Services and serves as clinical director. Her husband, Jim, also attended the USTA Driving School in 2012, as did Heading for Home Treasurer John Cimino.

“It was a spinoff of ownership,” Battaglia said about the organization, which currently is home to seven horses, primarily Standardbreds. “We thought there should be an organization formed to better help provide an option for people who wanted to stand behind a horse after their racing days were over. We slowly gathered momentum and now have a permanent location.”

Battaglia looks back fondly on his participation in the USTA Driving School and still keeps in touch with a number of people who were involved in the program.

“It was nice to be around people who were enthusiastic about the business,” Battaglia said. “The people who worked with us were very nice and very helpful, from the USTA to the people in the barns. I was in (trainer) Rob Harmon’s barn. It was fun to learn the behind-the-scenes aspect of the business. As an owner, being around the barn is as much fun as race day.

“It was a great time. I would recommend that anyone interested in the business go try it out.”

Study: Hands free devices riskier than drivers may think

If you’re used to hands-free devices or own a vehicle with installed hands-free options, you may want to reconsider whether it really helps you keep your eyes on the road, as these devices may be riskier than you think. That's according to a new AAA study.

To help start off Distracted Driving Awareness month, Denver7 went to someone who may know driving best -- a driving instructor.

“Distractions are more than just the distraction caused by cell phones and texting,” said Ben Baron, who owns Baron Education, which includes DriveSafe Driving Schools.

He has to constantly deal with changing technology in cars and changing habits among drivers.

In the Triple AAA study, drivers were tested using more than a dozen different hands-free options offered on cell phones and several 2015 models.

None of the devices passed. In fact, none were deemed safe.

The results also show that on average, a driver can be distracted for up to 27 seconds even after making a command, such as for directions or changing music on the radio.

“Think about all the time you’ve spent driving when you’re driving in a residential area,” said Baron, “and a young child darts out from behind a car or a ball comes across the street; things happen so quickly.”

The AAA suggests manufacturers focus on using the devices with the least amount of errors to help keep drivers from getting distracted and their eyes off the road.

As for drivers, the Association recommends keeping your focus solely on the task at hand: driving.

Delhi govt has no statutory power to seal unauthorised motor driving schools: CBI told HC

Delhi government has no statutory power to seal unauthorised motor driving schools which have mushroomed in the capital due to lack of stringent law, CBI has told a court.

CBI, which was directed by Delhi High Court to probe the alleged nexus between Delhi Transport Authority and the driving schools, in its report highlighted the laxity in the provisions of the 1988 Motor Vehicle Act.

"Transport department has no power either to seal or impound unauthorised schools. The absence of specific stringent penal provision in Motor Vehicle (MV) Act resulted in mushrooming of unauthorised motor driving training schools (MDTS)," CBI told Special Judge Vinod Kumar.

The probe agency said there was no provision prescribed specifically in the MV Act to take action against unauthorised MDTS, barring a liberal fine of Rs 100 against such vehicles.

It said even after imposing a fine on the vehicles of unauthorized MDTS, they continue to ply due to the liberal provisions of MV Act.

"After thorough examination of the rules and procedures pertaining to issuance and renewal of licences of the MDTS, it was found that MV Act/Rules have deficient penal provisions against errant MDTS operating in violation of MV rules," CBI said.

However, the Enforcement Wing of transport department has taken action against 458 vehicles during special drives against vehicles of unauthorised MDTS between 2006 and 2012 for offences prescribed under MV Act and Delhi Motor Vehicle Rules, 1993.

"Investigation has further disclosed that as per provisions of MV Act, after prosecution of a vehicle, no further action regarding suspension/cancellation of registration certificate can be initiated against the same vehicle by the Operation Branch," the agency added.
The CBI, which had re-investigated the case after the court rejected its earlier closure report in 2011 with a direction to further investigate, said "Transport Department has also taken up the matter with the Ministry of Road Transport and Highways for incorporating suitable strict penal provision."

School bus drivers ensure safety in winter weather

 With icy road conditions, drivers are facing safety challenges, especially when it comes to getting children to school safely.
NBC Montana spoke with a bus driver from Beach Transportation, the company that operates Missoula County Public Schools' bus service.

Wayne Wade has been driving school buses around Missoula County for 12 years and said he is prepared for any inclement weather.

Beach Transportation manager Bob Mitchell said their drivers are experts because half of the school year is spent driving in winter weather conditions or in the dark. He said they work directly with snowplow services to ensure their routes stay cleared.

"We give all snowplow companies a list of our routes in October so they can map out our routes," Mitchell said.

Each Beach Transportation school bus comes equipped with chains, snow tires, a broom, a shovel and bucket of grind in the event they get stuck.

Before drivers head out for the day, they check in at the Beach Transportation office to get an update on road and weather conditions. Mitchell said he expects his drivers to come in early if they anticipate difficult conditions.

Bus drivers are also required to pass a 150-hour training course and state exams before they're licensed to drive commercial vehicles.

Wade said buses have a lower center of gravity and are bottom-heavy to better prevent rollovers.

"One of the neat things about these school buses are these little compartments these kiddos are in. We're up higher than a regular vehicle, so we're not top-heavy and most of our weight is at the bottom, so I think the (kids) are safer in these compartments as long and they're sitting down and facing forward," Wade added.

Drivers said the biggest risk comes at bus stops, where children are often running around and playing in the snow. Bus stops have the potential of putting them in danger from an approaching bus or passing cars. Parents are advised to make sure their children are dressed appropriately for the weather.

Beach Transportation said if a bus is more than 15 minutes late students should find another ride to school.

"It's amazing that these guys get up and do what they do every day," Mitchell added about his team. They have been serving the Missoula community for 75 years.

Olympia bus driver hailed as hero for efforts in crash

Olympia School District bus driver James Bratager will be recognized at an assembly at Marshall Middle School on Friday morning for his quick thinking behind the wheel.

But the driver says he was just doing his job when he swerved his 40-foot bus to avoid a head-on collision on the rainy morning of Jan. 20. The car collided with the driver side of the bus instead. Six children were injured with mostly bruises and swelling from the impact, and Bratager sustained a sprained thumb.

“To me the kids are the heroes in this,” said Bratager, 55, of Olympia. “Because out of what happened, they all stayed calm, and they were willing to help.”

On Monday night, the Olympia School Board also recognized Bratager for his actions before, during and after the crash on Cooper Point Road about a quarter mile south of 14th Avenue. More than a dozen district transportation workers were in the audience for the presentation.

“We’re very grateful for the skills you used to keep our students safe, so thank you very much,” Superintendent Dick Cvitanich told Bratager.

School Board President Mark Campeau said Bratager managed to keep the bus on the road, inches away from a deep ditch.

“It would not have been pretty if he had to go there, but he didn’t, so thank you very much,” he said.

Bratager came out of semi-retirement to start driving school bus in Nov. 2014. Before that, he owned a vending business.

He said he enjoys his job.

“You’re not limited to an office,” he said. “You’re out and about and you’re meeting people and kids and interacting with them.”

Bratager began as a substitute driver. Eventually he earned a route that transports students at L.P. Brown and Hansen elementary schools and Marshall Middle School.

“The only reason I got it was because nobody wanted it,” Bratager said. “It was the worst route on the fleet. The kids were out of control, basically.”

Troy Lee, director of transportation, said Bratager has worked hard to change the route’s reputation.

“It’s been one of the rougher routes, and he connected with them, and he got their respect,” Lee said.

And because of that connection, students listened to Bratager during the crash, which likely helped prevent more injuries, Lee said.

Bratager said he’s taken the approach “if you respect them, they’ll respect you” on his route. He greets all of his students when they get on the bus.

“That’s one of the things that sets their day,” he said.

When issues arise, Bratager said he tries to handle things directly with the student and their families.

“Every day is a new day, so you can’t hold a grudge,” he said.

Lee described Bratager’s actions during the crash “heroic.”

“If he had not been paying attention for just one second that would have been a head-on collision,” Lee said.

The car’s driver, Robert Rogers, 21, was charged with driving with a suspended license and issued driving infractions for crossing the center line and driving without insurance.

Damage to the district’s 2009 standard size bus is still being determined.

“It’s at the body shop right now, and they’re determining whether or not they can save it,” Lee said.

Bratager said he’s grateful for the letters, phone calls and recognition he’s received.

“There are a bunch of great guys and women I work with; we don’t ask for a lot,” he said. “And the nice thing I think is something like this here, it’s unfortunate that it happens, but I think it brings out the best in people and the students, too. …It kind of pulled everyone together.”
