DPS office in SW Houston closes after car slams into building during driving lesson

One by one, people drove up to the South Gessner Department of Public Safety Office to get a drivers license, take a test, or get an ID. They were all turned away.

"Nobody's telling us the reason why," said a frustrated Doug Hester, who got off work early to take a bus driving test.

When Eyewitness News told him it was because of a car crash, he was certainly surprised.

"Really? That shouldn't stop people from coming in and applying for these licenses and whatever test they need to take," he said.

In reality, a side wall to the DPS office sustained damage. Officials tell us it happened on Sunday night. Apparently, a husband was teaching his wife how to drive, and using the empty DPS parking to practice. Somehow, the car ended up plowing into the side of the building. Repairs have just begun.

For those with pre-scheduled driving tests, there was a reprieve. The road tests went on as scheduled.

"I didn't have any experience with that because we had an appointment so I guess we were lucky," said Ginger Hardy, who took her twins to get their driver's licenses.

Everyone else had to go to another local DPS office. Many were directed down I-69 to the Rosenberg office.

"They had told us they were closed temporarily, and they advised for us to come over here," said Corey Burton.

Workers at the Rosenberg office say the traffic was a bit heavier, but manageable.

DPS plans to reopen the South Gessner office on Tuesday.

These are the words of tribal students who say All Gujarat Institute of Driving, Technical Training and Research (AGIDTTR) has changed their lives completely. They feel that words are not enough to express gratitude to this driving institute.
Located in a small village called Waghodia, about an hour's drive from Vadodara in Gujarat, is the beautiful and lush green 25-acre campus of AGIDTTR. Started in 2007, this is a no-profit society built on public-private partnership model where an exclusive MoU was signed between Maruti and Tribal Development department of the Gujarat government.
Till now, nearly 6000 students have learnt driving from here. For tribal students, this institute has come as a blessing given the fact that 14% of the state's has tribal roots. But, why did Maruti choose to set up a driving school for its CSR activities?
According to R C Bhargava, chairman, Maruti Suzuki India Ltd, "People have little information about road safety. No one teaches them about road safety, nor there is any way by which one can learn about it. We felt that a driving school was needed in this country because before getting license, no one trains you on how one should be driving and more importantly, what are the rules and regulations to be followed while driving so that everyone's work goes on smoothly.”
The institute caters to minimum 8th standard pass SC/ST students. Students undergoing training at the institute are provided with free hostel facility as well as meals at the hostel's canteen. Having a canteen in an institute sounds normal but here at AGIDTTR, the canteen also serves as a medium of learning for students who have till now never eaten in a plate or never sat on a table and chair while having food. Maruti Suzuki makes every effort to provide students with nutritional meals.
The driving institute not just trains tribal students to become a driver but also teaches them important life skills. They are given lessons in personality development and grooming, spoken English, etiquettes, team building and road safety.
The institute has a capacity to train 2,400 students every year. There are 10 classrooms, 30 rooms and 300 beds. Students are given practical driving lessons on a two-kilometre long track inside the campus. Six cars and two simulators are available at the institute for training purpose – all given by Maruti.

I was amazed to see this facility as it changed the perception of a government school I had in my mind. The lawns and garden of the school were beautiful and well-maintained. Maruti had earlier renovated the entire building of the school and and ensured clean toilets within the facility which ultimately benefited the students. According to the school's principal, after Maruti started supporting the school a lot has changed. Now, students don't run away from the school anymore. The principal added that results have also improved.
"We understood this a long time back that if we are doing business and the local community does not see any benefit from Maruti, then sustainability of the business may become difficult," said Bhargava.

More teens distracted behind the wheel, AAA study says

Texting, putting on lipstick and adjusting the radio. Distracted driving is more of a problem with teenage drivers than originally thought, according to AAA.

A study from the AAA Foundation for Traffic Safety looked at nearly 1,700 videos of teen drivers just moments before a crash. In nearly 60-percent of the videos, the teens were distracted.

"We're hoping that our central findings of the study will make parents more aware of the magnitude of the problem and the potential for disaster," Peter Kissinger, president of AAA Foundation for Traffic Safety, said.

Driving instructor Andy Wojtowicz of Ride Chicago Driving School has advice for parents.

"Don't let your son or daughter use the phone while driving. Make sure you let them know that this is not right. Wait until you finish the drive. Then you could make a phone call or text message," Wojtowicz said.

Zach Schwartz, 17, got his license a year ago.

"I've never texted. I've tried not to be distracted. My mom actually had a rule that I was not allowed to have a passenger for the first three months," he said.

Schwartz tried out a distracted driving simulator and found it doesn't take much to get in an accident. It's a lesson his family knows all too well. Eight years ago, his grandfather was killed in a crash involving a distracted driver.

"That really opened my entire family's eyes on how bad it is to be distracted when you're driving," he said.

AAA said the study shows the importance of graduated licensing laws. Illinois is one of the states that restricts passengers and prohibits cell phone use for teens.

Safe ride: Women bus drivers will ferry students to schools in Mumbai

Soon, women bus drivers will be driving your children to school. The School Bus Owners Association (SBOA) has decided to train women to drive the buses, hoping that an all-women staff will make school rides safer. The bus owners presented the proposal to the transport commissioner last week.
According to the school bus safety policy, it is already mandatory for women attendants to be present on board the bus for the safety of students.
Despite this provision, numerous cases of sexual assaults of children on school buses have been reported recently. In many of the cases, the bus drivers or attendants have been accused of the crime.
Having a woman bus driver could put an end to such incidents, said school bus owners. “If both the bus attendant and the driver are women, there will not be any risk of sexual assaults on children,” said Anil Garg, president of the SBOA, which runs 300 buses in Mumbai.
Garg said that the association will soon begin training 30 to 50 women attendants to drive school buses. “We will put them in driving schools and pay for their training,” said Garg. “By June, they can be ready to drive buses.”
However, school principals said that hiring women drivers will not put an end to cases of sexual assaults on children. “I don’t think that hiring women drivers is a remedy to this problem, this alone will not guarantee the safety of children,” said Girija Mohan, principal, Chhatrabhuj Narsee Memorial School, Vile Parle.
Mohan added that bus operators should be careful while appointing staff for school buses. “Police verification, proper checks must be conducted before hiring the staff, it doesn’t make a difference if it is a man or a woman,” she said.
On the other hand, parents’ teachers associations have welcomed the initiative, but only if experienced women drivers are appointed. “I agree that buses will be much safer if there is a woman attendant, but you cannot entrust the responsibility of driving school buses on new drivers,” said Arundhati Chavan, president of the Parents Teachers Association United Forum.

Safety first: MBI’s unique program takes oilfield training slow

Troy Ohlhausen never lets the needle on his pickup's speedometer go beyond 10 mph when he's on an oilfield site -- even if the site where he's driving is nothing more than a simulation.

As Ohlhausen drove slow and steady around MBI Energy Services' training facility Thursday, he pointed out truck drivers training to haul crude oil by first spending time in classrooms, tank batteries set up to show employees proper safety techniques, and even one trucker undergoing a quality control check on how to properly put chains on his truck's tires.

"You can do training out in live operations, but it's so fast," said Ohlhausen, MBI's director of training. "Everything is fast-paced. We slow it down out here."

In December 2013, MBI launched its unique training venture after acquiring the 80-acre site about 3 miles southeast of its main office in rural Belfield. At the training site, there are simulated oil and saltwater tank batteries, classroom trailers where there's never more than a 4-to-1 student-to-trainer ratio, an area where truckers learn to drive with double trailers, and even a training parking lot where drivers can properly learn how to park their trucks.

"If you're going to be the best and you're going to be the biggest, you have to train your people to do it," Ohlhausen said.

MBI, a Belfield-based oilfield services company, has grown exponentially since the beginning of the North Dakota oil boom. It now has seven locations in North Dakota, three in Wyoming and another in Colorado.

Jason Homiston, MBI's executive vice president of business development, said while the company isn't involved in every facet of the oil business, it provides "cradle-to-grave" services for well sites -- from aspects involved in drilling a well, servicing it through its lifespan and finally to the well's completion when the oil runs dry.

MBI also employs approximately 1,000 truck drivers who haul everything from crude oil and produced water to freshwater and sand.

"That's where the business started," Homiston said. "It's still 60 percent of our business."

It's also why, he said, the company has invested in safety.

Every driver, regardless of experience, must go through the company's orientation and then move over to the training facility.

"It's really indoctrinating them into the safety culture we have, the standard operating procedures we want them to follow to make sure they're using the best practice to make sure we're not going to put fluid on the ground," Homiston said.

"It's really not a truck driving job. It's a service job," he said. "A lot of your time as a driver, you're in and out of your truck all day long hooking up hoses, unhooking hoses, moving fluid around -- whether it's fluid, water or sand."

The Bakken's abrupt boom and extensive growth sparked the need for better training, Homiston said. The opening of the training complex has also helped bring incident rates down, he said, as drivers unfamiliar with North Dakota's driving conditions -- including bitterly cold winters -- are now able to get more in-depth training.

"We've seen the improvement," he said. "It's somewhat difficult to gauge sometimes. With the buildup, you had experienced people. But then, once these people have graduated on and continue to grow, ultimately, you keep reaching deeper and deeper into those people who have not been in the oilfield before."

Rich Wentz, one of MBI's quality control specialists, spent time Thursday at the training site quizzing a young truck driver on different aspects of his job.

"Instead of leaving a guy out on his own, I show up and check on them every now and again to make sure they're doing what it is they're supposed to be doing out here in the field, as far as safety goes, loading and unloading," he said.

Wentz started with the company nearly six years ago and said he has been in the Oil Patch for 10 years. He said the transition in MBI's safety policy and policing is "night and day" from what it was when he started.

"It was sink or swim back in the day," Wentz said. "Now we're taking time that we need to invest into these guys to make sure we're getting good quality, safe, efficient drivers."

While the training complex is now mostly for truck drivers, MBI has plans to expand to include training for workover rigs and wireline operators -- disciplines, Ohlhausen said, that don't have traditional skill-set training.

There's an abandoned well on the site that can be used to train employees how to trip pipe and use the proper tools in the processes.

"We give them that exposure in a very safe, very slow, very non-productive environment," Ohlhausen said. "That helps them to see those processes."

Ohlhausen said he likes to compare MBI's training system to the training provided by the military or even in different types of athletics. Repetition makes a difference and practice makes perfect, he said.

"It mirrors what we want to do out here," he said. "Give them enough time, give them enough reps that they can do it because it's ingrained in them now."

Bill wants driver training taught in schools

CITING driving as a leading cause of death globally, a Davao del Norte lawmaker has recommended the integration of formal driving training into the basic education curriculum.

House Bill 5425 filed by Davao del Norte Representative Antonio Lagdameo Jr. recommends to the Department of Education to integrate driver's education program in the senior year curriculum to educate the youth on the importance of being responsible drivers.

"There is a need for the youth to ensure their own safety, the safety of their passengers and the pedestrians as well through the driver’s education program," Lagdameo said.

The lawmaker said that most deaths in traffic-related accidents are attributable to lack of skills and knowledge in driving in an otherwise demanding road environment.

"According to the data from the Philippine National Police-Traffic Management Group, driving error, overspeeding, using of cell phone while driving, bad overtaking and turning, among others, are the causes road accidents," Lagdameo said.

He cited a report by the Department of Health (DOH) that says that if the problem will not be resolved quickly, road accidents will be the top leading cause of death among Filipinos by the year 2020.

The lawmaker said road accidents and injuries are predictable and preventable and that it is important for every motorist to understand the ways in which road safety can be successfully applied.

"The government must also ensure proper education of the people especially motorists and future drivers regarding road signs, markings and traffic rules and regulations," he said.

The lawmaker said the driver's education program would enable the students to assess their attitudes, values and behavior on the road and instill in them the sense of responsibility that comes from acquiring the correct knowledge about driving motor vehicles.

Under the bill, the instruction on driver's education shall be taught to senior high school students, ages 16 and above.

The bill states that during the actual driving lessons, the student shall be accompanied by a professional driving instructor who is qualified and accredited by the Technical Education Skills Development Authority (Tesda) and granted a professional driver’s license by the Land Transportation Office (LTO).

It further provides that the vehicle that will be used in the driving lessons shall be maintained and equipped by the school where the student is enrolled to ensure the safety of the students.

The measure mandates the Department of Education to adopt course contents standards for the driver's education, which shall include knowledge of the operation and maintenance of motor vehicle, road traffic rules and regulations and mental and physical components of driving.

Lagdameo said that students under the driver's education program shall be taught correct eye usage, defensive driving, effects of alcohol, drugs and distraction on the driving task, and trouble shooting skills.

Under the driver's education program, the student shall undergo 10 hours of actual driving and 30 hours of classroom instruction.

Lagdameo said the student driver who will successfully pass the examination including the actual driving test would receive a certificate of completion at the end of the course.

"After receiving the certificate of completion, the student can already get a student driver’s permit without taking the regular test required by the LTO," he said.

Man indicted on murder, other counts after Vegas mother shot

 A 19-year-old man was indicted Friday on murder and other charges in the shooting death of a mother of four in a neighborhood gunbattle.

The grand jury indictment accuses defendant Erich Milton Nowsch Jr. of murder, attempted murder and firing a weapon from a vehicle in the shooting that was initially characterized as road rage but was later found to be more complicated.

The indictment doesn't name the getaway driver in the Feb. 12 shooting of 44-year-old Tammy Meyers. She died two days later on Valentine's Day. The getaway driver remains at large and the investigation is ongoing.

Robert Meyers, the husband of the victim, said she took their daughter home after a late-night driving lesson and fetched her 22-year-old son, Brandon Meyers, with his gun to find a driver who frightened her earlier.

Police said the son fired several shots at Nowsch during the fatal shootout in a cul-de-sac outside the Meyers home.

The indictment supersedes previous charges filed by prosecutors and allows the case to proceed without a preliminary hearing being held.

Clark County District Attorney Steve Wolfson has said he'll decide in coming weeks whether to seek the death penalty against Nowsch, whose arraignment was reset for Thursday.

Chief Deputy District Attorney David Stanton said Friday that Nowsch could face a minimum sentence of 20 to 50 years in prison or a maximum of life without parole if the death penalty isn't sought.

Prosecutors will consider records showing that Nowsch suffered a fractured skull as a 7-week-old infant at the hands of his father, who pleaded guilty to a misdemeanor child abuse charge, and that his father committed suicide when the boy was 15.

The filing leaves many questions unanswered about the case that took dramatic turns following the revelation that Tammy Meyers, along with her son, sought out the angry driver who frightened her earlier.

Police have said the mother and son found Nowsch in a silver Audi sedan driven by another person. They have not said if it was the same silver sedan with an angry driver that the mother and daughter encountered earlier.

Nowsch is accused of firing several shots at the Meyers' green Buick Park Avenue sedan in one confrontation several blocks from the Meyers home.

Police say he bragged to friends that he reloaded his .45-caliber handgun and fired 22 more shots in the cul-de-sac near the Meyers home.

Nowsch told his friends he thought the people in the green car were after him, but he got them first, authorities said.

Brandon Meyers fired several return shots with a 9mm handgun during the fatal shootout, police said.

Robert Meyers has said his wife knew Nowsch, at least in passing, and that Nowsch had been to the Meyers family home several times in the past.

School records show that Nowsch attended a nearby high school with two of Meyers' sons.

Erich Milton Nowsch Jr.'s father pleaded guilty in 1996 to child abuse for the injury, according to archived Clark County District Court documents reviewed by The Associated Press. The father killed himself in 2010 at 39 when his son was 14. Attorney Augustus Claus said he wants to investigate the extent and effect of the injury on Nowsch before deciding whether to use it in his client's murder defense. "Obviously, an injury like that has potential for long-term consequences," Claus said. Nowsch also is facing attempted murder and weapon charges in the Feb. 12 shooting that killed Tammy Meyers and involved her 22-year-old son, Brandon Meyers. The case received international attention after family members said she was the victim of road rage while giving her daughter a driving lesson. Road rage was later revealed to be less a factor than originally thought.
