Tips for driving safely on Halloween

While Halloween is a fun holiday, it can also be a potentially dangerous night for drivers and pedestrians. With kids out after dark, walking in the streets and wearing dark costumes, it can make driving conditions difficult.


Follow these tips to stay safe and alert while driving on Halloween.

-          Drive slowly on local streets.

-          Be prepared to stop quickly.

Transport MEC launches driving schools

The MEC for transport, community safety and liaison, Willies Mchunu launched a driving schools and instructors regulating framework yesterday to put an end to crime in the industry.
 
“This launch in Pinetown is subsequent to the engagements made by the department and the driving school industry, to develop a regulatory framework for the driving schools and instructors in 2011 at the Olive Convention Centre,” the department of transport’s Kwanele Ncanana said.
 
The initiative which is the first of its kind is meant to eliminate corrupt elements within the industry. “This historic milestone has also established a training manual for driver instructors to educate them on advanced methods of producing better drivers, thus reducing road accidents,” said Ncanana
 
The regulations include standards for driving instructors, the level of training, training manuals and other contributing factors towards producing good drivers.

Trick-or-treating
Most importantly, all children under the age of 12 should be accompanied by a parent or responsible adult, but before trick-or-treating, parents should:
- Instruct your children to travel only in familiar, well-lit areas and avoid trick-or-treating alone.
- Tell your children not to eat any treats until they return home.
- Teach your children to never enter a stranger’s home.
- Agree on a specific time for your children to come home.
- Give your children flashlights with fresh batteries to help them see and for others to see them.
- Make sure your child or a responsible adult with them carries a cell phone for quick communication.
- Review all appropriate pedestrian and traffic safety rules with your children.
- Look both ways before crossing the street and use established crosswalks whenever possible.
- Walk; do not run, from house to house.
- Do not cross yards and lawns where unseen objects or the uneven terrain can present tripping hazards and never walk near lit candles or luminaries.
- Walk on sidewalks, not in the street. If there are no sidewalks, walk on the far edge of the road facing traffic.
- Children will be anxious to stuff themselves with treats, but parents need to take these necessary precautions first: Insist that treats be brought home for inspection before anything is eaten, then examine all treats for choking hazards and tampering before your children eat them. Give children an early meal before going out to prevent them from filling up on Halloween treats or eating anything before you can inspect it. Only let your children eat factory-wrapped treats. Avoid homemade treats unless you know the cook well. When in doubt, throw it out.
Costumes
When making or purchasing Halloween costumes, follow these safety precautions to ensure your children remain safe while looking great:
- All costumes, wigs and accessories should be fire-resistant.
- If children are allowed out after dark, fasten reflective tape to their costumes and bags to make sure they are visible.

Canadian Winters can be harsh, and if you are not properly prepared for winter in Canada, it can lead to dangerous situations from being stranded in the middle of nowhere in the middle of a snowstorm to getting into a collision with another vehicle because you could not stop in time. That is why Car Care Canada developed Car Safety Month in October. The goal of Car Safety Month is to help you prepare for winter by making sensible, knowledgeable, and safe decisions about your vehicle.



Part of growing up was learning to drive and listening to our parents as they dispensed driving advice. For example, in icy weather I remember being told, "Take it slow. Don’t drive any faster than the speed at which you’re willing to hit a brick wall." That was wonderful advice at the time, but now we find ourselves in the position of providing driving tips to our parents as they age and we become concerned about their winter driving skills.

Driving slowly and cautiously is good advice, but Car Care Canada reminds motorists of other cold weather tips. The first and most important is to be proactive. That means making sure your car is mechanically sound before the temperature dips and the streets get icy. Car Care Canada recommends the following tasks be performed by an able do-it-yourselfer or a professional auto mechanic:

• Check the coolant (antifreeze); coolant should be flushed and refilled every two years in most vehicles.

• Check the owner’s manual to see if you are considered to be in a "severe” climate area, and if so, have the oil changed accordingly, usually every 5,000 kilometres, or at least every spring and fall. Consider changing to a "winter weight" oil if you live in a cold climate. Note - most Canadians qualify for severe conditions which mean you drive in stop and go traffic, in mountainous terrain, or other conditions which increase wear and tear on your vehicle.

• Check the battery and exhaust system.

• Be certain the heater and defroster units are working properly.

• Ensure that your windshield is free of dings and cracks. Cold temperatures can turn a small ding in your windshield into a major crack.

• Keep the gas tank at least half full at all times which decreases the chances of moisture forming in the gas lines and possibly freezing.

• Check tire tread depth and tire pressure. In our area special winter tires should be installed.

• Check to see that all your lights are in working order and the headlights are properly aimed. The end of Daylight Savings Time in the fall results in earlier nightfall and more nighttime driving.

• Replace your wiper blades every six months and consider special snow blades in an area like ours.

• Be prepared for an emergency with the following items in your trunk: ice scraper and brush, windshield washer fluid containing a de-icer, booster cables, shovel, flashlight, blanket, extra clothing and footwear, candle in a deep can and matches, bottled water, snacks, necessary medications, first-aid kit, and a fully charged cell phone.

Driving lesson turns fatal after teen hits victim

Police say a 16-year-old North Texas girl learning how to drive killed a 12-year-old boy while backing out of a driveway.
Authorities say the girl's father was teaching her how to drive in a mobile home park in Lewisville, located about 25 miles northwest of Dallas
The girl placed the Nissan Sentra she was driving in reverse and accelerated out of the driveway Friday evening.
The car crossed the road and hit 12-year-old Eric Lozano and his 10-year-old cousin. Lozano was pinned against a home after being hit.
Lewisville police said Lozano was taken to a local hospital, where he was pronounced dead. The 10-year-old boy was hospitalized but was later released.
Police are still investigating the accident.

AAA study finds experience trumps age in driving safety, calls for extension of GDL laws

LOUISVILLE, Ky. (WDRB) -- The saying "older and wiser" might not necessarily be the case when it comes to new drivers.

Most states allows drivers to be licensed at age 16, but often with a graduated driver's license - meaning there are limits on driving at night or with young passengers. Whereas, some states allow teens to drive at 18 without a GDL.

AAA took a look at crash rates comparing drivers in different age groups.

Here's the surprise: new drivers licensed at age 18 were more likely to have an injury during their first year of driving than new drivers at any other age.

The company says the results suggest states may want to extend GDL laws to new drivers, even when they're older.

They say experience seems to trump age.

Ontario to increase fines for distracted driving to $1k, 3 demerit points

The Ontario government vowed to crack down on distracted drivers and those who get behind the wheel while high on drugs as it prepared to reintroduce legislation Tuesday that would make the province’s roads safer.

A number of measures in the bill – such as stiffer fines and penalties for texting while driving – were originally contained in an earlier version which died when the June 12 election was called.

But the latest version of the bill includes measures to crackdown on driving while high on drugs.

That included sanctions for drug-impaired driving that would see license suspensions ranging from three to 90 days, with motorists forced to take driving education or get treatment, among other measures.

Transportation Minister Steven Del Duca said that in 2011 more than 45 per cent of driver fatalities in the province had drugs or drugs and alcohol in their system.

He said the province is working with the Mounties to bring in a device similar to a breathalyzer to check if a driver is high while behind the wheel.

“Over the next number of months I am confident that we will have technology that will provide us and our police officers with that same sense of scientific backup for the suspicion, the reasonable belief and the failure” of a standard roadside sobriety test, he said.

Meanwhile, Del Duca also wanted the bill to help people break the habit of texting or talking on a hand-held phone while behind the wheel.

The legislation, if passed, would increase the maximum fine for distracted driving to $1,000 and impose three demerit upon a conviction.

It would also add distracted driving to the existing list of novice driver conditions and require drivers to wait until a pedestrian has completely crossed the road before proceeding at school crossings and pedestrian crossovers.

The bill is also aiming to make the roads safer for cyclists by increasing fines and demerits for drivers who door cyclists, and requiring all drivers to maintain a distance of one metre when passing cyclists, where practical.

The proposed legislation drew a lukewarm response from Ontario’s New Democrats, with party leader Andrea Horwath saying the Liberal government was sending mixed signals with its crackdown on distracted drivers at the same time a provincial agency is putting billboards on highways that have been criticized as being distracting for motorists.

“You can’t on the one hand say you’re concerned about something and then have the other hand doing something exactly the opposite of what you’re talking about,” she said.

Ontario Provincial Police say distracted driving is becoming the No. 1 killer on the roads, accounting for more deaths last year than impaired driving or speed-related accidents.

A recent Centre for Addiction and Mental Health survey found more than one-third of licensed Ontario students in Grades 10 to 12 admitted to having texted while driving at least once in the past year.

Using handheld devices to text, email or talk while driving, except for 911 calls, has been banned in Ontario since 2009.

Current legislation allows for fines ranging from $60 to $500, which would jump to $300 to $1,000 under the new legislation.

Transportation minister re-introduces distracted driving bill

The provincial Liberals re-introduced legislation aimed at cracking down on distracted driving.

Transportation Minister Steven Del Duca made the announcement at the Metro Toronto Convention Centre on Tuesday afternoon.

If the bill passes, a person caught using a phone while driving will face a fine in the range of $300 to $1,000 and three demerit points. That’s a significant jump from the current fines ranging from $60 to $500.

The legislation, which was sidelined when the provincial election was called in May, would also apply current impaired driving penalties to those convicted of driving while impaired on drugs.

It would also increase penalties for drivers who ‘door’ cyclists and require all drivers (when possible) to maintain a one-metre distance when passing cyclists.

“If passed, our legislation will help keep pedestrians, drivers and cyclists safe on Ontario’s roads,” Del Duca said.

If passed, the law would be the toughest anti-distracted driving law in the country.

A recent Centre for Addiction and Mental Health survey found that more than one-third of licensed Ontario students in grades 10 to 12 admitted to texting while behind the wheel at least once in the past year.

Studies show that drivers who are texting are 23 times more likely to get into a collision.

Using handheld devices to text, email, or talk on your cell phone while driving has been banned in Ontario since 2009, but the province said stiffer penalties are needed.

As of July 31, Ontario provincial police said 11,500 distracted driving charges have been laid against drivers due to hand-held devices.

According to the OPP, as of Oct. 5, there have been 45 distracted-related collision deaths in Ontario this year, compared to 68 in 2013.
