DMV: Green Bay-area Excel Driving Center closed

MADISON, WI (WTAQ) - The state Division of Motor Vehicles says that a Green Bay-area driving school has shut down.

DMV officials were notified last week that Excel Driving Center would be closing. The agency says that it affects about 250 students at different levels of training.

Bureau of Driver Services supervisor Deb Kraemer said they're working with other driving schools in the area to figure out ways students can complete their training.

The DMV says it will contact students within the next two weeks with information on how to complete their training and how to recoup lost tuition payments through Excel’s state-required bond.

The DMV also offers these tips on choosing a driving school:

During a court hearing earlier this month, a judge scheduled a March 30 trial for Jose Peregil, of 76 West Sixth St., Lowell, who is accused of touching three teenage girls in a sexual manner during separate driving lessons in 2013.

But defense attorney Michael Najjar notes in court documents that while Peregil denies the allegations, a psychiatric evaluation of Peregil performed in September "casts into question" Peregil's ability to comprehend or control his actions.

Peregil has pleaded not guilty to charges of accosting and annoying a person of the opposite sex; assault and battery (six counts); and criminal harassment (two counts). Peregil is free on personal recognizance on the conditions that he not teach at the driving school and have no contact with ay children under 16. The Registry of Motor Vehicles has suspended Peregil's driving instructor's license. Peregil and his wife have owned and operated Safety First Driving school for 15 years.

Lowell police allege that in 2013, three Lowell girls - two who were age 18 and a 16-year-old - told police that while taking driving lessons with Peregil he repeatedly talked about sex, asked them intimidate questions about their sex lives, and touched them on the thigh, arms and other parts of the body.

The youngest girl told police that Peregil allegedly kissed her hand and asking her if he could kiss her down there.

At the end of the lesson, Peregil allegedly told the girl to call him to set up a plan to make a plan to see each other. As she left the car, Peregil allegedly told her, "I love you" as the girl ran home.

Peregil is adamantly denies the allegations, Najjar said.

Melbourne cabbies to be given eight chances to pass controversial driver knowledge test

Melbourne taxi drivers will be given four times as many chances to pass a controversial knowledge test, after nearly 99 per cent of cabbies failed it.

The test was introduced in July 2014, and must be completed by all new drivers in metropolitan Melbourne, and those with less than five years' experience.

There had been complaints that the test was too hard, with just six out of 444 drivers passing since it was introduced.

Instead of having two chances a year to pass the test on driver behaviour and geographical knowledge, drivers will now have eight.

Taxi Services Commissioner Graeme Samuel said the standards expected of taxi drivers remained high.

"The test itself hasn't changed, nor has the standard we're requiring of the drivers - those standards remain the same," Mr Samuel said.

"What we're doing though is giving the drivers four chances to sit the test and we're giving them some assistance in the training by producing a training manual."

Previously, drivers were allowed two attempts to pass each of the test's three modules.

Mr Samuel said the new training manual would be in addition to training hitherto provided by training schools, or the taxi companies themselves.

"We're finding that the training is not up to scratch, as a result the drivers are sitting for the test and failing so the Taxi Services Commission has decided to try to assist the drivers by providing its own training manual," he said.

The test includes three modules to establish general and geographical knowledge, as well as driver behaviour and aptitude for customer service.

Each module requires applicants to answer 55 questions in an hour.

They must also meet a "satisfactory degree" of understanding and proficiency in the English language.

Mr Samuel said that the changes were not an admission that the test was too difficult.

"The test remains the same, the test is exactly the same test that's always been in place," he said.

"What this is doing is saying to drivers that we'll give you greater opportunity to be able to sit for the test."

Zagade finds incriminating books of agents during drive

After making RTOs in Mumbai region "tout-free", state transport commissioner Mahesh Zagade has begun his surprise inspections at the offices and has already seized a few notebooks owned by unscrupulous agents.
Sources close to him said the books contain details of all transactions made by agents, sums collected and also commission to be paid. "Incriminating" books will now be kept as evidence by him to show the government how illegal business by touts thrived outside every RTO in Maharashtra.
The books also contain inflated rates for getting work done. For example, work to get a new licence could cost an applicant anywhere between Rs 500 and Rs 2,000.
On Tuesday, there was a steady flow of bona fide visitors to all three city RTOs and as many as 500 applications were cleared by each office. The department issued notices to some car dealers and driving schools that have stopped work either in protest or after being threatened by touts. "Why should car dealers work through touts? They should appoint their own staff to get cars registered for customers. We (RTO) are here to accept their documents and process them for new smartcards and allotment of registration numbers. If they do not come to us, it will delay registration," said an official.
A few RTOs have also sought police protection. Agents, though, have said they were protesting peacefully and were targeted "unnecessarily".
Meanwhile, notices were issued to driving schools stating they they must provide a proper 21-day course to applicants and ensure they arrive at the RTO after online registrations.
Zagade had also assured of helpdesks at RTOs. Wadala has already started one with two officers and a clerk.

More practice now required for Minnesota's teen drivers



New laws taking effect Jan. 1 will require young drivers to spend more time on the road before they are issued a license.

Young drivers will now need to spend at least 50 hours driving with parents and other adults — at least 15 hours of which must be at night.

"They're also required to log those supervised practice hours, and they'll have to submit the driving log when they go to take their provisional driver's license test," Department of Public Safety's traffic safety coordinator Gordy Pehrson said. "The minimum hours of 50 and 15 are just that. They're minimum requirements."

The state will also offer a new voluntary 90-minute class for teens and their parents. It's designed to educate families about the risks that young drivers face and will offer ways to reduce those risks. The class will also cover the rules in the state's graduated license law.

"I would suggest that they contact their local driver education provider, wherever their teen is going to be taking their classroom and, eventually, behind-the-wheel training," Pehrson said. "Ask them about it. It's typically through community education, commercial driving schools or public schools."

State officials hope parents will see the class as an opportunity to help keep their new drivers safe, rather than an obligation.

"As long as teens continue to be over-represented in traffic crashes, we have a call to do something about it," said Pehrson. "And involving, engaging and empowering parents to do something is what its all about."
